While doing the usual Google search for a different reason, I encountered an article from the government’s Official Gazette. So I just randomly searched for any Sorsogon-related articles.
I found this proclamation 281 stating:
Upon the recommendation of the Secretary of Agriculture and Natural Resources and pursuant to the provisions of Section 64 (E) of the Revised Administrative Code, I, FERDINAND E. MARCOS, President of the Philippines do hereby withdraw from sale or settlement and reserve for the Armed Forces of the Philippines, under the administration of the Chief of Staff, AFP, subject to private rights, if any there be, a certain parcel of the private domain of the Government, situated in the Municipality of Sorsogon, Province of Sorsogon…
If I am not mistaken, the secretary referred here is the late Vice President Fernando Lopez.
The proclamation refers to series of lots with approx. area of 2.1 hectares along Calle Taft (now Magsaysay Street) and Calle Eternidad. It seems Almendras Street didn’t exist yet on 1967 since it is not mentioned on the article. There’s no other military camp in the vicinity except Camp Escudero Sr.. However, it’s now occupied by Philippine National Police, and not the Armed Forces of the Philippines as stated by the document.
